Raygine Glentasia Evans, 28, was arrested Wednesday on suspicion of murder after a month-long manhunt following a hit-and-run crash that killed a teenage boy.
Her bail was set at $3.255 million, according to the Los Angeles Police Department. The booking came exactly one month after the Sept. 22 collision in South Los Angeles that claimed the life of Hernan Martinez, 16, and left his 14-year-old sister, Vicky, in critical condition.
Detective Ryan Moreno drew a stark comparison between Evans and horror icon Michael Myers while describing her demeanor to investigators. “Sometimes you get people that are really, really apologetic, very sorry. They want to talk to the family, what have you,” Moreno said.
“Then you get the other kind that they don’t care at all… and not to say, because it’s Halloween and all that, but very kind of Michael Myers type where there’s kind of like no emotion at all.”

The siblings were walking with their mother near the 5900 block of 10th Avenue in the Hyde Park neighborhood around 9:30 p.m. When a blue Nissan Sentra allegedly ran a red light at 80 mph. Their mother escaped physical injury and pulled Vicky away from direct impact, but she could not save both children.
Hernan had celebrated his 16th birthday just three days before the crash. Vicky suffered a fractured pelvis and was hospitalized in critical condition.

The Nissan struck a parked car and became undriveable, police said. The driver and a male passenger fled on foot. Investigators later identified the passenger as Joannae Shavon Rosby, who allegedly departed the scene with Evans in a red Honda Accord driven by another individual. Rosby remains at large.

Authorities have described Evans as a person of interest in multiple additional crimes. In the month leading up to the fatal crash, investigators uncovered alleged connections between her and several robberies, as well as incidents in the San Fernando Valley. Police have also linked her to burglaries.
Rosby and two other suspects face charges of aiding and abetting, according to authorities. The search for Rosby continues as the investigation broadens to encompass the alleged crime spree that preceded the deadly collision.

The crash and subsequent manhunt gripped Los Angeles as police pieced together Evans’ alleged activities across multiple jurisdictions. The case has drawn particular attention for the contrast between the victims’ family tragedy and the suspect’s reported detachment.
Evans’ arraignment date has not been announced.
