New Orleans has become the first major US city to formally confirm AI handling live 911 traffic.


City officials confirmed this arrangement on August 6 after a post on X drew more than 32,000 views and forced a public reckoning that three years of quiet deployment never produced.
New Orleans has publicly confirmed it has used an AI voice agent to handle redundant 911 traffic calls since 2023.
The Orleans Parish Communication District is testing the technology to ease the crushing volume of more than a thousand emergency calls that human operators handle each day in Louisiana’s largest city, one of the busiest 911 systems in the country.
It is triggered only when a caller dials in from within 200 metres of a car accident that has already been logged in the city’s dispatch system.
A 911 dispatcher using the name Boxy on X wrote: “I was a 911 dispatcher for 11 years and this is the worst idea you could possibly think of. You have scenarios where the person can’t speak well either language barriers, injuries or if they’re in a domestic situation and they pretend to call for pizza or something you need a person. You have to be able to determine how someone feels or pick up on what they aren’t saying or how they’re saying things. A real person needs to answer the phone not only to ensure the correct response is sent to the right place but to offer piece of mind to the caller and makes them feel safer.”
Boxy added: “Situations where I had to give CPR instructions to a mother and father who’s baby wasn’t breathing was a constant occurrence and you have to be able to calm people down, an AI is not doing that ever.”


Karl Fasold, executive director of the Orleans Parish Communication District, told Carbyne: “There is a staffing crisis in our industry. I have roughly a third of my authorized & budgeted intake positions unfilled.”
Fasold said: “I made the decision that I was not going to burn out any more of my people.”
He estimated that the AI’s ability to divert redundant 911 calls will equate to the work of two full-time staff members, a healthy boost to the 8-10 human call takers who work a given shift in Orleans Parish.
If the AI agent confirms the caller is reporting the same crash, it tells them the incident is already being handled and asks them to stay on the line only if they were involved or have new information. Everyone else is free to hang up.
Fasold said: “Our accents, inflections in New Orleans are different than a lot of places. Teaching the computer-generated voice to say ‘Tchoupitoulas’ and teaching the AI to understand ‘Tchoupitoulas’ on the other side and get it right has been lots of fun, and that was an easy one for this whole process.”
The district and Carbyne spent three months training the AI on real 911 recordings so it could learn to recognise local speech patterns.
According to figures from Orleans Parish Communication District, for every 20 calls received about a single car accident, the AI now handles between 15 and 18 of them.


Carbyne co-founder Alex Dizengof said: “The pattern was every morning and evening during rush hour, there would be an accident, and hundreds of callers called in about the same thing.”
Officials insist the AI is strictly limited to non-critical, repeat traffic calls and is never used for violent crimes or life-threatening emergencies. An official said those calls “will always be a human being, the first voice you hear.”
A February study by the media software company NewsGuard found that in voice mode, AI bots like ChatGPT and Gemini produced false claims with realistic audio up to 50 percent of the time.
Automatic speech systems may struggle with stronger accents, dialects, or unusual pitch and articulation, potentially misrouting callers who need help most.
Tulane University professors Aron Culotta and Nick Mattei, who co-direct the university’s Center for Community-Engaged Artificial Intelligence, said there is currently no city or national policy specifically governing AI use in emergency response, and that callers are not explicitly told when they are speaking to an AI system.
Mattei said: “‘Squeamishness here might come from the fact that… your government is doing this, and not something that you bought and brought into your house,’ he said, adding that for ‘very well-contained applications’ the tool could be a useful way to stretch limited public resources.”


Seattle deployed AI on every 911 medical call beginning in December 2023 — without public disclosure, without city council approval, and without triggering Seattle’s own surveillance ordinance — and disclosed it only after reporters investigated in June 2026.
In November 2025, Axon Enterprise — the company that makes police body cameras, Tasers, and the evidence management software used by law enforcement agencies nationwide — announced a $625 million Carbyne acquisition. The acquisition closed in February 2026.

AI 911 calls in New Orleans have been answered by an automated voice agent since 2023, with callers never notified — a machine, and you are not told that before it speaks.
Critics warn that the automatic speech recognition systems may cause problems, the AI may hold hidden biases, and that human 911 responders are needed.
AI triage depends on continuous human oversight, carefully curated training data, strong cybersecurity, and clear algorithmic rules. Without them, outcomes are not guaranteed.
Nationally, the average vacancy rate at 911 centers hovers around 25%, with more than half of centers reporting a genuine staffing emergency, according to joint research on 911 staffing by the International Academies of Emergency Dispatch and the National Association of State 911 Administrators.
The AI Emergency Call Triage tool, provided by Carbyne, was initially tested for 311 calls in April, but will now be sorting incoming emergency calls, joining other major cities like Seattle and Atlanta in implementing AI into their emergency dispatch services.
