A stranger with bolt cutters rescued a pit bull chained to a burning van on Los Angeles’ Skid Row early Thursday, pulling the animal from flames that police say were deliberately set.
Rosie, 4, was tethered to the vehicle when surveillance cameras recorded someone in a white hoodie and black pants tossing a flammable object inside, her owner Clara Catron told Fox 11. Catron, who had been living in the van with the dog, was not present when the fire started.
The footage then shows a second unidentified person sprinting toward the blaze wearing black shorts and a backwards cap. That stranger used bolt cutters to break Rosie’s chain and free her from the burning van.
“Rosie is my baby… she’s my life,” Catron told Fox 11. “If she would have died, I wouldn’t have wanted to make it.”
She added that she had been sleeping inside the vehicle with Rosie before the fire.
The incident drew renewed attention to conditions in Skid Row, where business owners told Fox 11 that such violence has become routine. Estela Lopez, executive director of the Downtown Industrial Business Improvement District, said the attack reflects broader dangers facing both residents and animals in the area.
“It’s not enough to give a dog a leash,” Lopez said. “You need to protect these dogs and the people who are down here from the violence and the lawlessness that is an everyday occurrence on Skid Row.”
Mayor Karen Bass’ office told Fox 11 that the fire will be investigated and issued a warning to would-be abusers. “If you abuse or neglect an animal, you will be held accountable to the fullest extent of the law,” her office said.
Bass had announced a police task force in November 2025 pledging specialized investigators, coordinated enforcement, and “prompt relief” including prosecution referrals for animal abuse cases. PETA this week argued the mayor has still failed to deliver adequate enforcement, alleging that crackdowns remain insufficient.
Catron has launched a GoFundMe campaign to replace her destroyed van. The fundraising page states she works as an Uber Eats driver and cannot earn income without the vehicle. “Clara now does not have a place to stay, and she also cannot work the way she was before,” the description read.
Neither the person who set the fire nor the rescuer who freed Rosie has been publicly identified.
