Chucky masked suspect accused of harassing six people and asking jogger if she was ready to die

Philadelphia police are hunting a masked man who terrorized six people in Center City while wearing a Chucky doll mask.

The suspect, described as a Black male between 16 and 20 years old with a thin build and standing approximately 5 feet 8 inches tall, struck during a concentrated 15-to-20-minute window early last Wednesday morning, Philadelphia Police Captain Jason Smith revealed at a Monday press conference. The spree began around 5:18 a.m. Near 15th and Chestnut streets and unfolded across multiple locations near City Hall, including 15th and South Penn Square, 15th and Market Street, and outside Dilworth Plaza.

The masked man first entered a Dunkin’ Donuts on the 1500 block of Chestnut Street at approximately 5:20 a.m., Smith said. Employees refused to serve him due to his erratic behavior and the mask, prompting him to leave. He then began targeting random pedestrians while holding his cellphone with the light on, seemingly recording the encounters for his own purposes. “During that time span, he was able to accost a good many people, most of which haven’t come forward yet,” Smith told reporters.

The most chilling confrontation involved a female jogger. The suspect allegedly stopped directly in front of her at 15th and Market streets and delivered a terrifying question.

“He’s holding his cell phone up in front of her, at which time he asks her ‘Are you ready to die?'” Smith said, describing the encounter captured on surveillance footage.

“[She] appears startled, at which time the male asks her again, ‘Are you ready to die?’ Clearly she’s not ready to die, so she takes off,” Smith continued. The woman fled while “screaming for help this entire time” and injured her leg during her escape. She remains the only victim who has formally come forward to police despite investigators believing at least six people were targeted.

The suspect also chased a man wearing a reflective safety vest on the west side of 15th Street, though he did not appear to make physical contact. At another point, he pulled the white mask down to expose a black face covering on his lower face, giving investigators a partial view of his features. Police have since released images showing both the masked and partially unmasked suspect.

Witness Jameka, who encountered the suspect near a La Colombe coffee shop, told WPVI she attempted to warn the jogger about the man trailing her. “I started to wave at her from across the intersection and say, ‘Hey there’s someone behind you, look behind you,'” she said. Jameka then confronted the masked man directly, kicking him in the chest when he approached. “He just seemed so disoriented about what his goals actually were. I had bags; he wasn’t reaching for those,” she recalled. “It didn’t seem like he had a clear goal to like actually get in La Colombe to do anything, so I was like OK, well, let’s see if you can fight, and he couldn’t.”

Another witness, Luanda Marinho, said Philadelphia she and a friend were meeting for a run at 12th and Chestnut streets when the masked man approached them with bizarre challenges. “He starts asking, ‘Do you guys want to race me? I bet I am faster than you. Want to race me?’ He asked a few times, but none of us acknowledged him. Very weird,” Marinho said. She expressed fear upon seeing his photos circulating later. “We’re scared, so now we’re thinking about changing our routes or changing our schedules, which shouldn’t be an issue,” she added. “It was just weird, like some twisted game.”

Coffee shop worker Kate Egan voiced similar unease about the random violence disrupting daily routines. “It’s really unsettling just trying to get to work and have a kid like this actively terrorizing women,” she said.

Smith said the suspect will face multiple charges including terroristic threats, harassment, simple assault, reckless endangerment and intimidation upon capture. A weapons charge will also be added despite no weapon being visible in surveillance footage, because the suspect held his right arm behind his back when threatening the jogger, creating the implication he was armed. Investigators are actively searching social media platforms including TikTok for any footage the suspect may have posted, though Smith said it remains unclear whether the incidents were part of an online trend. “Well, people think they’re doing all kinds of crazy stuff right on these social media sites, Tick tock and what have you. So… Our intelligence unit… They’re scouring social media to see if they come across this individual posting this online material,” he explained.

The suspect fled to Suburban Station after the final threat, and police have urged anyone with information or who may have been victimized to contact them at 215-686-TIPS. Smith delivered a direct warning to the fugitive during Monday’s briefing: “What I would tell would be offenders, don’t. Don’t do that stuff in the city of Philadelphia, because we’ll find you. Trust me when I tell you this… We’re not going to do our darnedest to try and locate this individual? You bet we are.”

In the viral moment that sparked the manhunt, the Chucky-masked suspect’s early morning rampage through Center City created panic among commuters and exercise enthusiasts alike during the normally quiet pre-dawn hours. The horror movie-inspired face covering — modeled after the doll from the “Child’s Play” franchise — added a surreal, cinematic quality to the random threats that left residents shaken and altering their daily patterns.
